Can God be surprised?

No.

Nothing catches God by surprise. He knows everything can happen, has happened and will happen. This also means that He knew that man would sin against Him, and still found us worth creating.
Would you trust God if He didn’t have answers to every question? God knows everything.

God is omniscient (all knowing).

Isaiah 45:21 — "Declare and set forth {your case;} Indeed, let them consult together. Who has announced this from of old? Who has long since declared it? Is it not I, the LORD? And there is no other God besides Me, A righteous God and a Savior; There is none except Me.

Psalm 139:16 — Your eyes have seen my unformed substance; And in Your book were all written The days that were ordained {for me,} When as yet there was not one of them.
