Can God be surprised?
No.
Nothing catches God by surprise. He knows everything can happen, has happened and will happen. This also means that He knew that man would sin against Him, and still found us worth creating.
Would you trust God if He didn’t have answers to every question? God knows everything.
God is omniscient (all knowing).
Psalm 139:2-6 — You know when I sit down and when I rise up; You understand my thought from afar.

Even before there is a word on my tongue, Behold, O LORD, You know it all.
You have enclosed me behind and before, And laid Your hand upon me.
{Such} knowledge is too wonderful for me; It is {too} high, I cannot attain to it.
Isaiah 40:13-14 — Who has directed the Spirit of the LORD, Or as His counselor has informed Him?
With whom did He consult and {who} gave Him understanding? And {who} taught Him in the path of justice and taught Him knowledge And informed Him of the way of understanding?
Isaiah 46:10 — Declaring the end from the beginning, And from ancient times things which have not been done, Saying, `My purpose will be established, And I will accomplish all My good pleasure';
Isaiah 44:7-8 — `Who is like Me? Let him proclaim and declare it; Yes, let him recount it to Me in order, From the time that I established the ancient nation. And let them declare to them the things that are coming And the events that are going to take place.
`Do not tremble and do not be afraid; Have I not long since announced {it} to you and declared {it?} And you are My witnesses. Is there any God besides Me, Or is there any {other} Rock? I know of none."'
Isaiah 45:21 — "Declare and set forth {your case;} Indeed, let them consult together. Who has announced this from of old? Who has long since declared it? Is it not I, the LORD? And there is no other God besides Me, A righteous God and a Savior; There is none except Me.
